Removing rust from a tank thats been "lined" before

Hello,
I recently picked up a 97 seca ii that had been sitting for 6years.
There is some amount of rust in the tank that i figure i should get out while repairing the petcock.
One thing about the tank is that it has been sealed before. What is the best way to go about removing rust from a tank that has been sealed before?? I just want to remove the rust/clean the tank, I am not going to reline the tank.
