Doesn't rev on low RPMs

I have a XJ600 N from 2000 that I just bought. It does not want to rev between around 2000 and 3000 RPM - in this range it seems to kind of choke. So it revs slower in this range and seems like something is holding it back.

The seller vas very helpful and seemed honest guy - told about it before in an email. He also told that carbs have just been cleaned, all 4 cylinders work (and they do, since all 4 go hot), so he thought the carbs needs syncing. Can this be the case or should I look for some bigger problems?

Also, not sure if it's related, but interestingly one side vibrates more than the other. Right mirror and handleba vibrate clearly more than the left. The sound coming from exhausts is also different from side to side, I made a quick video about it:

Any insight where should I start on this curious issues?
