Need Help Pricing a Seca II as Well as Service Estimate

Hello all,
I have an opportunity to purchase a 96/97 dark green Seca II and want to know what a fair offering price would be. The bike has 14,000 miles on it and has been sitting for the past 7 years. The owner said he purchased it for $2000 10 years ago and its been kept on stands. I asked what he was thinking about selling it for and he answered $1000.
He's a reputable guy and said it ran fine upon him quitting and stopped riding due to his friend being in a crash.
Will i need to replace anything? tires? chain? etc?
How much would a service cost? I dont think i want to work on it myself at first.
What should I say to get the price down?
