Strange Riding Symptoms

First:
Rebuilt carbs, not synced yet, just benched synced
New front and rear matching tires
Rebuilt front forks.
So when I'm riding it and I hit a bump, I feel the rear shock working, but its like when it springs back up to the top it "bounces" really fast for a second.
Also when I hit bumps, it feels like the bike hesitates or something, like I lose a bit of speed for a split second. I thought it may be the rear tier slipping is was old worn, and rotton. But new tire did not fix it.
I'm wondering if this is rear shock goin bad or bad rear dampners in the wheel?
The motor seems run fine but I get some nasty vibrations when I hit bump or go over a speed bump.
