Engine locked or starter gear

So my problem is bike ran ok prior to being moved had sat for a little bit in nj outside covered most of the time. Moved and finally got around to getting the tank back on lines replaced and new filter. Went to start and just click at solenoid. Jumped the solenoid and starter tried to turn. Pulled starter bench tested and it spun good and free. Since it wouldn't electric start tried to bump start it back wheel just drags. Pulled plugs still just drags wheel in gear.
Could the engine have locked up from sitting? Put some wd40 in cylinder tried rocking bike back and forth. No difference.
How would I check the starter gear in engine to see if it's locked up and is there a spot I can manually crank the engine to try and free it up or see if that's the issue.
