Tire balance

So I just put some new Kenda K671 cruisers on and I'm having a bear of a time balancing them. With the yellow dot lined up at the valve stem I need about 3 1/2 oz of additional weight near the stem to get it balanced. I wasn't able to check the balance of the wheel without the tire but obviously either the stem isn't the heavy spot or the dot isn't the light spot. Should I try rotating the dot 180 degrees or should I just put the dyna beads in it. I'm thinking about just going with the beads but I have no experience with them especially with a tire that far out of balance. Any thoughts?
