Painting Side Covers and Inner Fairing Piece

Hello,
I am in the process of repainting my '98 and have a question. The two side covers which snap in between the tank and the tail plastics, and the piece which lines the space between the front fairing and the instrument cluster don't really seem to be "painted" per se. They seem to be just a black soft plastic.
Should these be sanded, primed, and painted just like the more rigid ABS of the fairings? I started to run some sandpaper across one of the side covers, and it seemed very slippery like it wouldn't take off any paint really. Also, I'm thinking that sanding these would cause permanent gouges?
How have you guys gone about painting these softer plastic parts?
