No vacuum line to fuel tap

A wee while ago I was having issues with my bike and it not running unless the fuel tap was to the prime position. I was having too much fun riding it so pretty much ignored it
I started prepping for my valve clearances this morning and when removing the fuel tank I noticed that the vacuum line to the fuel tap had been cut - I mean hacked through with a saw.
Why would you not want the vacuum line connected? I will reconnect it once I put the bike back together, but am I heading for another problem in doing so?
I'd already ordered a fuel tap overhaul kit so I'll do that while it's off
