Trying to lower my bike safely

Hi everyone i am trying to lower my bike safely .I have shaved about an inch of the seat .
I have also had a rear suspension kit fitted which lowered it 25mm do i have to lower the front forks has some people
say yes and others say no also if i have new tyres fitted with a lower profile how bad would that affect the handling .
