Fuel Pump not priming

Hello everyone, I have an ongoing problem with my 1997 XJ600N , the fuel pump does not prime when ignition is switched on, it only primes whilst cranking. I have cleaned the connectors and replaced the fuel pump, relay and ignitor and still does it, other than this it starts and runs nice. Any ideas anyone. Many thanks.
