Friends carb...not XJ but shoot me some info

My friend here just picked up a 2004 Honda shadow 600, drove it back 6 hours and couldn't get it to run right. We all know that feeling of buying something and not having it work right, right? So I ran up to the garage to see what was going on and he's got good start and idle but anything over 1/4 throttle would kill it. It also will not run on choke. So we dismantled it and with the time constraints of the evening, decided to run some high strength mix of seafoam through at about a 50;50 ratio, let it sit for about 15 min and start...drain, repeat a few times. the last drain I added fresh gas and started it up but it would only go above 1/4 throttle if I covered the intake about 90% of the way. It had sit for 3 years, supossedly with stabil in it and all gas was drained and replaced with fresh today. I originally thought float height as there was a bright blue line at about the right spot on the carb and the clear tube method was about 1/4" below that but I'm not sure that was the correct fuel line or just a random bright blue line across the bowl. Does it sound more like a clogged main jet? I'm a bit hesitant to take this carb off as it has many more hoses and lines going to it but If I have to I will. He was hoping that the seafoam sitting in it overnight would make it work but I tried to not let him get his hopes up too much. Whatcha think? float height or clogged jet?
