Hello from Iowa, Lend a hand?

Hello I'm new to motorcycles never owned or rode one before, I now own a 1993 seca ll with 18k miles that I picked up for 400. The catch was that the bike wouldn't run. It's got compression, spark, and fuel in carb but not spraying.
So I decided to rebuild, everything looked good except the floats were set at 13mm (Australian) instead of 6.2mm-8.2mm (U.S.) do you think this could be the reason the engine isn't getting fuel? And is this a common issue that people purchase the wrong floats? Thanks.
