Throttle problems

I am having problems with the throttle.
the bike ticks over ok ( 1250 revs ) but the slightest movement on the throttle and she shoots up to 2500 revs.
The throttle is not returning fully to the closed position.
Obvoiusly, I need to adjust the free play....
The adjuster on the cable by the grip is fully wound in...
To me, I should wind it out ( is that right ? )but in doing so, I loose the little free play I have...
I am wondering if the cables are connected the wrong way round if you get my drift..
What do you lads think ???
Damned push pull cable makes no sense to my poor fuddled brain....
