Starter gear issue?

So ive been having a problem lately, I thought the petcock was pouring gas through carbs so I put a cutoff after the petcock. My issue continued.
When I push the starter button it sounds like the starter spins the gear about half a turn then stops like it hit something. If I pushed the button a few times (about 10) the starter would sound as if nothing was wrong. And the bike would turn on.
This morning I went to turn it on, just to hear the the clunk noise. Then just a free spining sound. I took the starter off and it sounds just fine but is old. So I swapped it for one off the parts bike (looked almost brand new on the inside) hit the button to hear the same free spinning noise. I removed the starter and looked at the teeth and all are straight and there.
I can push start the bike very easily. And every now and then with the bike in neutral, I can roll it and the starter grabs for a second.
Is there something I could have broken in the starter that could make it not spin? Do I have to take apart the motor? Please tell me something good.
