Charging issues!! Please help !!!

I have a 1996 xj with a 1992 engine in my seca and I'm having charging issues I replace the battery, stator and regulator all at once but now my regulator is getting really hot when I Revit to check the battery voltage what does that mean of the regulator getting really hot??
When I bring the RPMs up my battery voltage goes up to about 13.2 and higher if I Revit higher but then when it idols the battery voltage starts going down to about 12.1 any ideas ??
