Idle up and down in rhythm

I've been working on this bike slowly using the search and getting everything fixed but now I have a problem I can't seem to find in the search.

6,500 miles on the clock
I've cleaned carbs replaced jets adjusted float heights, all following the procedures found on this forum.
My problems are when starting the bike and once warmed up all the way.
1. When starting I have to hold the button turning the engine longer than I feel you should in order to start but once it fires up its perfect.
2. Once warmed up totally, at the lights I can hear the idle at 1200 holding then almost with a rhythm to it it will hold at 1200 then bump up to 1400 then back down and repeat.
Any ideas? I'm going to keep fiddling with it and I'll give updates
