Problems with cylinders?!

Hi there.
My XJ 600 has been working badly. On the first cylinder (i think is the 1st, if you are sited on the bike is the first on the left side) the spark plug is always fouled and the bike stays working only on 3 cylinders, making a sound like a Harley Davidson
The pilot jets are 2 turns and half out, this a European model.
If i change the spark plug the bike runs fine until it starts like misfiring and loosing power, then, it stays again on 3 cylinders and the plug is carbon fouled. The oil is between the max and min mark and it stays always like that, so the bike is not consuming oil.
What can i do? Should i try to check the vacuum? Could it be another thing? Ah, the gas is fresh.
