Valve Question

Can anyone tell me how hard it should be to move a valve on a '92 Seca? I cleaned up the cylinder head and wanted to make sure the valves were not locked up. The pad lifters swivel smoothly (except one which is kind of rough to turn). Should I be able to easily push on the pad and open the valves? Just want to know if I have any more work to do before finishing assembly of the engine.
