I'm baffled!

So I got this 92 seca II from a buddy who started taking it apart, stripped the acorn nut in carb #3 and gave up to let it rot in his back yard. He gave to me for free no seat, fairing, and taken apart.
I got it back together and running(I thought well) it idles fine. But in tinkering with it I discovered that #1 cylinder is not contributing at all. So took the carbs off and went through the #1(float seat o ring is def a little rough) put it back together and in doing so forgot to hook up the vacuum hose to the petcock(set in prime). The #1 cylinder started running kind of intermittently. When I shut it down some fuel dripped out of the vacuum hose. It also leaks fuel out of the #1 carb at the throttle E-clip(why there is baffling on its own but may be an indicator of what's going on) after being run for awhile but not till the engine is off.
There is definitely spark.
My compression gauge doesn't have an adapter small enough for this spark plug whole so I haven't done a compression test
I switched plugs with the #4 cylinder, no change
When I was riding it definitely a notice lack of power from 4k to 6.5k (attributed it to not having synced the carbs)
If I have been running at 75% I CAN'T WAIT to see it at a 100%
So any direction appreciated and any more input from me is available.
I'm pretty competent with any motor but I'm pretty freaking baffled right now and need direction.
