Tank, vinegar cleanse and POR15

Well, there were some pin holes in the bottom of the tank after the welding was done. Tried Electolesys, and nothing...maybe me, maybe the charging system but very little was collected to the electrode. So I busted into the wife's baking supplies and got two gallons of apple cider vinegar...6 hours later just a few rust spots left, the rest is shiny silver metal! Yeah! I did pick up some POR15 sealer (not the kit) and was just wondering if anything other than a good rinse and thorough drying is needed before using the sealer (I know, I know...wear gloves). I guess I just want to know how to prevent flash rusting before using the sealer. And I do plan on soldering up the pin holes I can see from the outside
