What the freak is this? Exhaust question

So I pull out this exhaust system I bought off eBay when I first got the bike 6 years ago and start sanding for paint and run across this!
Painted over silicone over maybe old rivets?
Can I fill with jb weld and sand smooth? Can't weld it and I think it's too hot for solder...maybe just put some sheet metal screws in for a "custom look"????
