Pilot o-ring. (I know, I know, sorry)

Hi. Apparently I don't understand.
How is this o-ring supposed to go on this pilot here?
It doesn't really seem right to just jam it in this hole here. None of the rebuild diags show exactly where it goes.
I know, I'm stupid. Please help.
