Should I clean my carbs?

Just kidding, these are off my parts bike and I know they need to be cleaned
The two on the right are filled with the same rust sludge that's in the tank, petcock, and fuel pump. The two on the left are filled with green minty smelling liquid. Any idea what that is? How salvageable are these going to be or should I give up now?
