Need help with wiring organization

Hello once again!
While I was overhauling my fork, thought about renovating the front light, when i dismantled it i saw a mess, really, big, squishy, freaking wiring mess going to the front side of the bike. As always, pic related
So this is driving me nuts, and when I turn handlebars I hear sort of squish sound of wiring jamming and messing around. And I just hate this previous owner. I cant understand such position about maintaining the bike.
Plus I don't know why there is so many wires, if front only needs a bunch of them, now it seems like dozens and dozens.
I have tried searching some wiring overhauling posts, but none of them touched the real part of the problem, where to start, what to do, what wires to use as a replacement? Maybe some of the users encountered this problems and solved it somehow. If not, I will try to do my best (I don't have literally any experience in this kind of work) and post a how-to. Thank you!
