Valve Cover Gasket Install

I just received a valve cover gasket. The gasket has white powder all over it. I am assuming this is some sort of protector. Can someone tell me if this assumption is correct? Do I need to clean this stuff off prior to installation? If so, with what? Thanks, as always.
