Revs stick on high choke??

Hey guys,
Just bought my first Seca the other day and pretty happy thus far even though I haven't had it on the road - waiting for my permit this weekend. I have been going over the bike carefully and everything seems pretty good except one issue.
When I start the bike for the first time I have been using the high choke - it starts fine and idles fine but if I rev it at all it will stick and keep revving at a higher rpm - don't recall the exact rpm. It doesn't seem like the throttle itself is stuck as the handle returns to normal posistion. So far the only way to get the rpms to drop back down is to click the choke into the middle or off position- once the choke is pushed halfway down or completely down it revs up and down like normal. I haven't had any throttle sticking issues off choke, when riding or stationary, only problem is on high choke.
Any insight would be helpful. I have a full service manual on the way and will look into the carbs and cables when I have it but I wanted to ask you guys since you are familiar with this bike.
