Cold start question and Floats adjustment question

Hello fellas,

recently was able to finally crank the xj600 after head replacement and carb rebuild. The carb still needs work because as I was rebuilding it, I saw that it was damaged in a minor way (butterly slightly bent and leaks air in shut position). Also the air/fuel mixture screw hasnt been adjusted yet so needless to say that bike runs like poop. I used the motion pro tool to sync the carbs as much as I could but cyl 2 is slightly lower than the rest due to the butterfly culprit. So to start the bike, I loosen the tank and spray some starting fluid into the intake port. Bike starts up, sputters, and then begins to idle and stays running. RPMs slightly sarge in the 200-400 rpm range every now and then. Once the bike gets warmer, sometime the idle will jump up to 3K or 4K rpms and sit there until i loosen the idle adjustment screw and it comes back down. I have noticed that once it hits the 1500 rpm range (basically like a threshhold), thats when it escalates to 3-4K rpm idle. My question is: What can I conclude from having to spray the starting fluid every morning? Is the carb leaning the bike out or flooding it?

Also, while adjusting the floats, I adjusted them to the lines which were on the float bowls. now i realize that it needs to be 5-6mm below that. Would floats being adjusted too low and allow more fuel than normal require me to spray starter fluid or just the opposite? I dont get a heavy gas smell or anything.

When I ride the bike to work, it sputters and sounds like a harley when I ride it but still gets up to 8k rpms and gets up to 65-70mph. Every now and then though, it will have a few moments of a "good run" (how the bike should run ideally, accelerating smooth and strong) but then returns to sputtering. This is usually experienced at 5-6K rpms.

The bike has a UNI high flow filter in original intake box, the mufflers are removed, pilot jets are 20s i believe instead of the stock 17.5 and the main jets are new but stock. Any input would be greatly appreciated. I'm waiting on more parts and meanwhile am doing some research. I have to ride the bike to work and school because its my only transportation but im working on it day by day. Thanks guys!
