How do you know when carbs need cleaned?

My uncle and I were talking about bikes and I said I wanted to get my carbs cleaned, rebuilt, and new jets. The PO said it sat for some time and may need carb work done (I think).
My uncle said I shouldn't touch the carbs if there is no indication there is something wrong. Truth be told, I am a little scared to take them apart and really don't have the means to sync...which leaves me with a mechanic.
That being said, is there value to my uncle's opinion? I mean, the Seca runs fine, albeit a little slow
No misfires, hesitations, random quirks with the bike, etc.
