Lower RPM on Freeways?

I'm new to the forum and am buying a low mileage 93 SECA 2, I have two concerns; the first is which rear sprocket would lower freeway rpm? I think the Seca 2 has a 48t rear and was wondering if a 46t would help to lower rpm's and can I use the current chain and front sprocket if I ad one? If not any suggestions.
My 2nd question, where is a good place to buy hard saddlebags and top case for cheap with rear rack for a SECA 2. Any ideas would be appreciated.
