painting parts

i have a part for my car i need to paint. i bought it from a certifit store and is already primed and feels smooth. do i need to do a guide coat, prime it and sand it. and go through the normal steps outlined in the how-to's? or just paint it?
take note im just getting this painted fender on there to sell the car.
