Where do these go?

So I got a used set of headers, mufflers and what looks like some protector things (they are circled in red.) My question is what are these and where do they go? I also bought some 8mm nuts to install the headers, is that all i need? Whats the best way to clean the rust off the studs on the manifold? (the left picture)
