Revs stay high after releasing throttle

Hey there,
I've just recently changed a lot on my bike, but the relevant stuff is below
- Rejet all carbs several sizes larger
- Aftermarket exhaust put on by previous owner
- Carbs cleaned
- All valves changed
- Scraped the crap off of the top of the pistons
When I release the throttle, the revs stay high on their own. It settles down after 30 seconds to a minute. I'm not sure what's causing it. I'm thinking that the mixture has become a little bit rich but I'm not sure. It doesn't run roughly and the exhaust doesn't reek of gas. Can y'all help me with this?
