92 seca II carbs overflowing issue

I recently got a 92 seca II as a project bike.
It was cheap, and was not running, as it was sitting for a while.

Got the tank flushed, fuel pump flushed, and got bike running, it runs nice and smooth but - after a few runs it started pouring gas out of the two carb breather tubes (forward facing tube between each of the outer two carbs). This does not happen all the time.

When the petcock is set at prime gas just pours out of the breather. When on "ON" or RES, it just trickles out, but still lots of gas coming out of there.

I did not remove the carbs due to the fact that both the intake boots rubber and carb holders/motor joints rubber is super hard and dry, and i KNOW there is no way i will get them back on unless i buy a new set of both. In fact i spent most of sunday trying to get the airbox back on the bike :( ughh...

Also - most of the bowl screws heads have been stripped or at least partially stripped, making this even more of a chore if i actually do take them off.

Before i commit to getting new boots\joints (up and down) is there anything i can do to try and free this up?
I am guessing there is muck/old gas/debris/whatever hanging the floats on at least one of the carbs if not all, or perhaps something holding the float needle open.

Is it even possible to get the bowls off the carbs with out removing them from the bike, in theory, if the screws were in good shape?
