Throttle cable options?

So back in the fall I dropped my bike off for the guy that rebuild my Dads engine in is Vulcan 1500, he was getting a weird vibration, now its gone. My dad swears up and down that this guy is a good honest dude that knows his bikes well and everyone at there little permanant camp site has him work on their bikes. He was gonna tune my carbs and what not. He said I needed a new throttle cable and that the parts were ordered and on there way. About a week later i picked the bike thinking everything was good. Fast forward to today. Was out taking the bike apart to do my naked conversion and when I got to the throttle cables I took a close look at them and they don't seem new at all!!! Same old busted ones as before. The little rubber boots are all cracked and what not.
The parts he supposedly ordered were from motorcycle superstore. Some motion pro cables for a 1991 FZR600, both a push and a pull cable. Now I'm guessing that when he ordered these he thought they would work but realized they didn't. My parents paid fot he work as my birthday gift just saying it was on them. I don't know if he charged them for parts or not.
My Question is should I be changing my throttle cables? They seem to work fine with no hang ups and the actual cable inside looks to be in good shape yet. I was looking and it seems the OEM part is quite expensive, about $68, is there another altermative that is cheaper that would work? It appears I'm missing the rubber bit that hold/protects them right were they go by the handle bars that kinda holds them together.
