me again...fuel tank front mount question

So here's a pic of the mounting plate up front of the tank.
The metal mount plate itself is squished between rubber, with the solid top plate and torqued in to spec. I think it was 7.5 ft/lbs although there were a few items that I was wrenching on tonight.
My mounting plate has some wiggle to it. The rubbers are called dampers so I think this is proper but again, like with a few items i've run across, figured I'd better check. Should it have some play?
