Pilot screw settings

Hi.
I have recently serviced the carbs on my 93 Divvy and found out the all 4 pilot screws were set to 3 turns out but according to the Haynes manual they should be 2 turns out.
My dilema is, do I leave them at 3, or go by the book with 2.
Do the screws control the fuel,
out = richer - in = leaner
or the air,
out = leaner - in = richer?
Thanks for any help.
P.s. The carb rubbers were :censor: and have now been replaced with shiny new ones.
