Carb query

Yesterday I cleaned my carbs. I found that previously one of the “screws” had been stripped. It is the hollow screw in which the carbs needle rests.
I have no clue what it is called?
Greeny gave me a link, but because the picture is so blurry, not sure which part it is, can any of you help?
I am thinking it is part 13 and part 14 - washer and screw combination?
