Water in fuel

Well the bike ran fine last night but was really poorly thismorning

So I took fuel line off and this is what came out.
Put clean fuel in and she still wouldn't run right so emptied the fuel out the float bowls aswell then she started up and is running fine again!
My question is, is that water or bad fuel, if it's water, how the deck would it get in there?
