Carb tuning issues

The carbs were taken apart and cleaned at a shop in May before I bought it, I put #20 jets in about a month ago. Two weeks ago I synced my carbs. I got an IR thermometer and tuned them yesterday. Some things I don't think are normal were going on and I suspect I may have another issue.

Before starting most of the pipes were reading at well over 625F, so I set all screws to 1.5 turns out and began taking temps and turning the screws. I was successfully able to get #2 & #3 to ~500F, #1 I could not get above 385F, and #4 I could not get below 600F. While tuning them the idle would drop down really low. At a few times I had to bring the idle back up to 1500 with the throttle adjustment screw so as not to have it stall out and then went back to tuning them.

In general I have much more low end power that I did not used to have. BUT, I have to give it a lot more gas than before to get going. When slowing down, the idle stops and hangs at about 2200rpm before it will come back down to 1500rpm. Usually it takes about 30s or more, unless I let out the clutch a bit it will drop down.

Are these issues with the idle normal, and is it possible to get the tuning perfect, or do you think I have another issue too.
