Petcock on ON but no fuel

Ran sort of out of fuel today but went from ON to PRI got bike started and drove home 
Had the fuel arrow pointing on on
Ran out of fuel.

Is this the way a petcock is supposed to do when fuel line is off and and arrow is pointing at ON position - no dripping our pouring really (yes the tank is with gas)
Is vacuum supposed to draw the fuel from on and that is why it is not dripping. But since I ran out of fuel either the vacuum is not working or the petcock is not doing what it is supposed to
