Spark Plug Wire on the Fritz

So my spark plug with wire labeled #4 isn't sparking and when I touch the wire it shocks me. I dont see any wear on the boot but i know when i remove the plug and keep it connected and crank it up its not sparking. Im only running on 3 valves and need number four to spark again. Anyone know how i can Fix this? Or where I can get a new wire if one is needed? Thanks guys
