Rear Brake Catching

So my Saturday project... figure out why my brake is dragging down my disc.
The pads are pretty new and really thick. It doesn't look like the cylinders are retracting as they should.
Also, I can't find the rear brake reservoir. I see a picture of it in the manual, but I can't find it and I feel dumb.
I pried the cylinders back, but as soon as I push on the break they are back to their catchy ways. And by catchy I mean if I try to spin the tire it take some effort and it only travels about 1 inch when I let go.
Ideas?
