The Stock Taillight, what's up with the US insert

Today I removed the taillight lens to replace the bulb with a Silver Star brighter bulb, what I do to all my vehicles.
In the Seca II light I found an insert that had a more satin finish than the usual mirrored/chrome finish I usually see.
This insert has: USA 12V21/5W 220-31053, molded into it and looks to be something just for the US market/requirements.
As anyone else seen this?
Once I took the insert out, the body of the taillight, behind this insert, has a Fresnel lens reflector that is not coated or chromed.
I'm thinking the Euro model does not have this insert and the fresnel lens is plated, for a much BRIGHTER taillight :yikes:
Can any Euro members confirm this?
Anyway, I'm off the the hardware store for some chrome paint, and will paint the fresnel lens 1st and see if it's any brighter.
Then I'll paint insert and compare, I have no way to measure the brightness though.
Has anyone else been down this road?...please school me,
