jumpy throttle?

I just finished getting my seca running and am having a blast bombing around the city as a motorcycle delivery girl (think modern day pony express haha!), but have a question...
Does anybody else notice alot of "jumpiness" when changing speeds? I realize I'm a total newbie rider, so that could have an impact on performance, but my bike is slow to pick up on throttle and then leaps forward after a second's hesitation. It's has the potential for being kinda awkward and nervewracking for cornering at super low speeds! I've been told inline-fours commonly have jumpy throttling, so that it's a normal experience...
Oh and somethin else: she doesnt wanna get above 75...is that pretty typical? itsa 96 model with about 50k+ miles.
Oh, I cleaned carbs/adjusted float levels/changed needles recently, and know I should adjust the valves sometime soon. I'm guessing that'll def help smoothness?
