Won't start

I've been working on my '94 yamaha seca II for about two months now and it still won't run. It was running a bit too rough for me so I decided to give it a tune up and see what the problem was. The carbs were nasty. I couldn't see through two of the main jets. Here's a list of the things I replaced or changed.

-new main jet holder on carb 4
-all new screws holding the bowls on
-new o-rings for all of the main jets
-new air filter
-adjusted the float height from approx 13mm to 7mm according to the service manual (all floats move freely and do not stick. needle valves in good shape)
-accidently put the carb vent hoses the wrong way. Instead of curling up into the air filter assembly, they curl down (fixing that later today hopefully)

After assembly, everything else other than those vent hoses are on correctly. After turning the engine over again and again, I've sprung a leak in what looks like two of my float bowls and it only leaks after about 7 or 8 seconds of turning (doesn't make sense because the needle valves were in good shape, springy and everything). Even with turning the engine as much as we did, the engine didn't flood like I would expect it to. There was a slight smell of gas from the exhaust but only very slight. I also checked a spark plug and it was not wet either. Not sure why the engine wouldn't be getting any gas because I completely cleaned out the carbs, and with the adjusted float height, there should be plenty of gas in the bowls. I'm growing very impatient with this project because I don't see why it shouldn't be starting. Any help is greatly appreciated
