idles up to much

ok so quick intro i just bought a 92 xj 600, the guy before me got it up and running after it had been sitting for about 3 years. he said the only thing wrong with it was a stuck float needle and with it reving at 7k rpm's i could belive it so bought it as a project and took it home, after disasembling the carbs found out he had the throttle cables wraped around each other so dealt with that, then did a quick carb clean, adjusted the air fuel mixture screws a little till its right where it needs to be reving at just under 2k rpms my problem is this....

after i start it up its fine for about 30 seconds then it shoots up on its own to 3k rpms and climbs to 5 i can manually close it and bring it back to 2k by twisting the throttle but it keeps on doing it. i already flushed and put new gas in it along with seafoam cleaner, at this point im stuck thinking either the butterfly plates arent closing fully or it needs to soak overnight in carb cleaner, any other ideas?
