Gas coming out of overflow tubes

So I started talking about this in my projects thread but thought I'd bring it up here. My bike ran fine last friday I drove it probably 40+ miles then that evening I filled it up with gas. What I'm told is I filled it with to much. Saturday morning I went to ride it to work I started it up and let it warm up While I was putting on my gear, I gave the bike a look over before I took off and noticed gas dripping excessively from next to the headers. I was coming out of the overflow tube. I ended up driving my truck to work. Anyways when I got home I looked it over and got online to see what was up, there were other people (with diffren't bikes) that had the same problem and people were just saying that they had overfilled the bike. So I figured i just needed to let it drain till it was at the right level i must have over filled it by a gal (didn't know that was possible) Anyways I'm down to about 1/3 of a tank and it is still leaking out the over flow tube, when it is idling it barley drips but when revved it is a strong flow..
OldMans input was:
1) Your petcock is not shutting the fuel off and probably needs new gaskets.
*I took the petcock off and it didnt look to pretty so I ordered a rebuild kit*
2) Your needle valve is not shutting off the flow of fuel into the carb and probably needs the o-ring replaces on the needle seat.
*The carbs were said to rebuilt prior to my buying the bike.*
Thoughts... ???? :what:
