Air filter hoses?

Hi just bought an xj600n 2000 reg
Wondering if someone could help please...
Taken the air box off and there is a plastic t junction in the base. The large side has a hose attached that goes to the engine but the smaller side has no hose attached. Should there be a hose this side and where would it run to? The smaller side hole was blocked up with silicone.
