Too Lean or Too Rich

Problem:
Currently when starting my bike it will start. Then it immediately revs so high it will redline in less then a second of being started so I will hit the kill switch so as to not kill the engine.

Background:
Originally it would not run at all. started by tearing apart and rebuilding carbs. in this process noticed a couple parts which definitely needed replaced. First of which was a float needle in just one of the four carbs so I replaced them all. I then made sure to test the heights of all the floats to make sure they were in spec. I also chose to replace the carburetor intake boots, they were not awful but I was concerned about air leaks so I just replaced them.

After rebuilding everything the bike turned over wonderfully. It was just the idle was extremely rough at low RPM. I could ride it down the drive just fine shifting nicely but then when I came to a stop it would shut off. I was interested in it seeming like maybe it was running a little rich, I noticed that the pilot jets were set as #20's and was not concerned as this seems to be a pretty common mod so that you wouldn't have to run the bike as long before getting on and going, but just incase this was my problem I switched it back to what i believe is stock #17.5. This is when I'd start it up and it would immediately redline.
