Measuring float heights (dry)

Hello everybody,
I am involved in the disassembly and cleaning of the carburettors and I have reached the moment of having everything assembled but I want to check if the float heights is correct.
I have seen that the height is measured when the float just contacts the float-needle. The float needle should not be compressed. At this point I have doubts because the float is not such but they are two joined by a support so I thought to measure the height on the two sides of the carburetor and ... they are different
My bike is a '99 XJ600N Diversion (from Spain) and the carburettors are Mikuni BDS28, here they look as if you were mounted on the bike:

Here are the places where I take the measures on each carburetor:

Here the measurements I have obtained:
The Haynes manual says that for motorcycles from 98 onwards the measurements are between 8.8mm and 10.8mm:

What is the correct measurement if any of them is?
Are the floats defective?
Do I mount everything and forget about it?
